E-filing

Electronically filing (“E-Filing”) forms is recommended for faster service and the ability to manage all your filings.

  1. Review the Guidelines for Filing Documents with the PUC.
  2. Consumer Assistance forms may be E-filed with or without an E-Filer account.
  3. Other E-forms will require filers to Create an E-filer Account and Login.
  4. Go to Submit a Filing to start.
  5. Follow the E-filing form’s instructions to complete E-Filings.

E-Payments

Logged in users may electronically pay (ePayment) for documents requiring a fee pursuant to §16-601-24, Hawai`i Administrative Rules

In Person/Mail

Follow the Guidelines for Filing Documents with the PUC document instructions.

Deliver or mail your download and completed PDF Form or document to the PUC Main Office on Oahu*:

For in-person filings and payments, office hours are Monday through Friday, 7:45 a.m. to 4:30 p.m. and closed on State Holidays.

We recommend arriving well before closing.  PUC staff will electronically process your in-person filing, but if we are unable to complete electronic processing of your in-person filing by 4:30 p.m., your deemed filed the next business day, regardless of whether you arrived at the PUC office before 4:30 p.m. After the online system accepts your filing, a confirmation will be sent to you by email or filers may request a printed filing confirmation receipt.

*Neighbor island offices do not process filings. All In-Person or Mailed filings must be delivered to PUC’s Main Office on Oahu.
