What is Wheeling?

Under Act 266, “wheeling” means the transmission of renewable electric power from a storage or energy generation system through the utility meter for consumption by a separate utility account holder.”

In simpler terms, wheeling sends renewable electricity, like solar, across the utility’s grid from where it’s generated to another customer’s meter. This means someone who doesn’t have solar panels on their own roof could still benefit from renewable power generated somewhere else.

Background

In 2024, the Commission opened a proceeding (Docket No. 2024-0200) to explore intragovernmental wheeling — the ability for state and county agencies to share renewable energy across facilities. In 2025, the Legislature passed Act 266, expanding the scope to include retail wheeling, which allows renewable power to be shared more broadly across the grid, not just between government buildings.

To align with Act 266, the Commission has split the docket into two tracks:

  • Track A: Developing a comprehensive retail wheeling program under Act 266.
  • Track B: Designing an intragovernmental shared-credit program for state and county facilities.
