Notice of Status Conference – Hawaiian Electric’s Electrification of Transportation (EoT) Roadmap Update (Docket No. 2018-0135)

The Hawaiʻi Public Utilities Commission (“Commission”) will convene a status conference on Tuesday, April 1, 2025, at 10:00 a.m. to discuss Hawaiian Electric’s Electrification of Transportation (“EoT”) Strategic Roadmap Update. The hybrid meeting will be hosted in Hearing Room A at the Commission’s office and remotely via Webex.

Interested stakeholders, including the Division of Consumer Advocacy, the Hawaiʻi State Energy Office, and other agencies or entities involved in electrification of transportation efforts, are encouraged to attend and participate in discussions. The Commission also welcomes attendance by members of the public, time permitting.

Purpose of the Status Conference

Hawaiian Electric filed its Strategic Roadmap Update on May 31, 2024, outlining recommended utility actions to advance electrification of transportation in Hawaiʻi. The status conference will provide an opportunity to:

  • Review Hawaiian Electric’s updated vision for EoT projects and priority actions.
  • Discuss policy and regulatory considerations, including financial outlook and alignment with state transportation and greenhouse gas (“GHG”) reduction goals.
  • Engage stakeholders and agencies to gather feedback, identify potential collaboration opportunities, and discuss next steps.
  • This session will also include a discussion on Docket No. 2021-0173, regarding the Public EV Charger Expansion Project and options for moving forward.

Agenda for Status Conference on Electrification of Transportation Roadmap 2.0

  1. 10:00 – 10:05 – Welcome and Opening Remarks by the Commission.
  2. 10:05 – 10:35 – Hawaiian Electric Presentation.
    1. A brief overview of Hawaiian Electric’s EoT Strategic Roadmap and impetus for the updated Strategic Roadmap Update.
    2. Summary of actions identified in EoT Strategic Roadmap Update.
    3. Financial considerations, including the current federal funding outlook, Hawaiian Electric’s access to capital, and implications for EoT investments.
    4. Roadmap alignment with Hawaii Department of Transportation GHG Reduction Plan.
    5. Immediate and long-term prioritization of EoT projects, including discussion of any elements of Public EV Charger Expansion Project that could be implemented in the near term while the project remains suspended.
    6. Status and plans for update to the Critical Backbone study.
      1. Any changes to methodology.
      2. Anticipated date for filing.
  3. 10:35 – 11:45 Opportunity for Stakeholder Input.
    1. Opportunity for comments, questions, and feedback, in the following order: the Division of Consumer Advocacy, the Hawaii State Energy Office, and any other government agencies, any interested organizations, any interested businesses, then any individuals in attendance.
    2. Discussion of potential areas for joint planning/collaboration and funding strategies, including a potential Hawaiian Electric-led working group.
      1. Any overlap with Hawaii Department of Transportation/Hawaii State Energy Office clean ground transportation working group and Hawaii Energy Policy Forum’s EV Infrastructure Subcommittee.
      2. Determine purpose and topics that would be covered.
      3. Identify members.
      4. Meeting cadence.
  4. 11:45 – 11:55 Next Steps.
    1. Discussion of the prospect/timing of Hawaiian Electric filing a workplan depending on its ability to commit to the priority EoT actions and implications of Hawaii Department of Transportation’s GHG Reduction Plan due May 16, 2025.
    2. PUC to issue Order providing guidance and/or responding to workplan.
  5. 11:55 – 12:00 – Closing Remarks by the Commission.

Public Participation & Comments

While the status conference is open to the public, the primary focus will be on discussions between Hawaiian Electric, the Division of Consumer Advocacy, the Hawaiʻi State Energy Office, and other involved stakeholders. Public participation may be allowed as time permits.
