The Commission provides this report in response to the requests Legislature introduced in two resolutions (HCR41 & HR45) in its 2023 Session urging the Commission to open a new proceeding relating to the removal of abandoned or double utility poles, lines, and equipment and to reevaluate and adopt administrative rules relating to the removal of abandoned or double utility poles, lines, and equipment.

Report (Phase 2) to the 2024 Legislature Related to An Interconnection Study and Progress on Contracting the Hawaii Electric Reliability Administrator (HERA) pursuant to Act 201, Session Laws of Hawaii 2022.
The Commission provides this report to the 2024 Legislature pursuant to Act 201, Session Laws of Hawaii 2022. The interconnection evaluation was conducted in two phases, and the Commission submitted the Phase 1 report to the 2023 Legislature in December 2022. This Phase 2 report builds on the previous findings and recommendations and addresses the remaining issues of Act 201 not covered in the Phase 1 report. This report includes the full study conducted by the qualified consultant and an update on the Commission’s progress in contracting a HERA entity.

The report summarizes the Commission’s recent activities on these topics and provides context on ongoing and future actions related to the resolutions. Additionally, the report provides findings and recommendations related to an ongoing Working Group tasked with developing a Hawaii state Low Income Home Energy Assistance Program (LIHEAP).

December 2006 – Public utilities continue to undergo significant changes due to rapid developments in technology, markets, economic conditions, consumer needs, and environmental concerns. Under this backdrop, the Public Utilities Commission (“Commission”) of the State of Hawaii (“State”) has been given increased responsibilities in substantive policy matters and must be able to update its regulatory practices and enhance its capabilities to implement legislated public policies in the best interest of the public. This will enable the Commission to implement such policies, while encouraging public utilities to efficiently operate, grow, and develop in their respective industries, so that they can continue to provide customers with reliable services at reasonable rates.
