Description

The State of Hawaii Public Utilities Commission (“Commission”), through this web page, has released a Request for Quotes (“RFQ”) inviting potential offerors to provide their quotes for consulting services for the financial and management audit of Young Brothers, LLC (“YB”). This opportunity will assist the Commission in its continued investigation into YB’s financial and management practices, for the purposes discussed in Order No. 37280, Docket No. 2019-0117, issued on August 17, 2020.

The Commission is seeking for a reputable and experienced independent party to conduct this audit. One of the key objectives of the audit is to provide viable options for YB to stabilize its finances and improve its long-term competitive position, while ensuring its continued ability to provide affordable, reliable service to the state.1 Further details surrounding the requested audit are provided in the Scope of Services to be performed.

All responses to this RFQ must include the following information:

• Company background and qualifications
• Experience with financial and/or management audits or similar projects
• Experience working with the Commission (if applicable, provide the dates and in what capacity)
• References from clients
• Proposed quote for services

All RFQ materials must be submitted by Wednesday, January 13, 2021 (2:00 pm HST), through the web form located at the bottom of this web page under Submit Quotation. All responses received by the deadline will be reviewed and evaluated by the Commission. On or around January 25, 2021, the Commission will notify an offeror of its final selection. Following the selection process, a contract will be prepared and executed by April 15, 2021. The final report for the financial and management audit of YB is expected to be completed and delivered to the Commission by August 20, 2021.
