PUC Proposes to Decrease the Carrier Contribution Factor for the Telecommunications Relay Service Fund and Invites Comments From Active Telecommunication Carriers

The Hawaii Public Utilities Commission opened Docket No. 2025-0241 to determine whether to modify the current Telecommunications Relay Services (“TRS”) carrier contribution factor and fund size effective July 1, 2025. Order No. 41683 proposes to:

  • modify and decrease the existing carrier contribution of 0.0023 to 0.0019 for the 2025 TRS funding period and each period going forward, until revised otherwise by the Commission and;
  • maintain an annual fund size that is representative of a minimum six-month operating fund reserve for the 2025 TRS funding period and each period going forward, until revised otherwise by the Commission.

All currently certificated and active telecommunications carriers interested in submitting comments concerning these proposals shall file the comments on or before May 30, 2025.
