How do I make an Informal Complaint against a utility or regulated entity?
Posted on Jul 31, 2024 inBefore contacting the PUC to file a complaint, please first contact your utility provider to see if they can resolve your issue directly. You can find their contact information on your monthly billing statement, the telephone directory book, or online. Many utilities companies offer programs and payment assistance plans to help you pay your bill.
If your utility provider cannot resolve your complaint, or if you are dissatisfied with the resolution, you may file an Informal Complaint with the PUC against the utility. The PUC may be able to help you resolve a billing, service or other dispute through the Informal Complaint process, pursuant to HAR §16- 601- 66.
If you are not satisfied at the end of the Informal Complaint process, you may consider filing a Formal Complaint with the Commission if you meet the requirements of Hawaii Administrative Rules §16-601-67 and § 16 601-15 to § 16-601-21. Please contact the Division of Consumer Advocacy for help to file a Formal Complaint.
Please note that the PUC does not regulate municipal/county utilities (including the Honolulu Board of Water Supply, Hawaii Department of Water Supply, Maui Department of Water Supply, and Kauai Department of Water) and encourage you to reach out to your mayor’s office for assistance should you have a complaint against your municipal/county utilities.
