On March 2, 2020, HELCO provided the PUC with a quarterly report regarding the status of permits and other matters related to the PGV facility.

HELCO-PGV Quarterly Report – December 2, 2019

On December 2, 2019, HELCO provided the PUC with a quarterly report regarding the status of various permits required for the PGV facility. HELCO also noted that it continues to make progress in its negotiations with PGV on pricing and terms for an amended and restated power purchase agreement, which they intend to execute and submit for PUC review by no later than the end of 2019, in Docket No. 2019-0333.

Letter re HELCO Rebuild Agreement with PGV

On March 8, 2019, HELCO filed a letter notifying the Commission of its rebuild agreement with Puna Geothermal Venture. HELCO stated that, although it believes a related overhead line proceeding and public hearing are not required, it “stands ready to abide” by the Commission’s determination in that regard.

On May 9, 2019, the Commission notified HELCO that an overhead line proceeding and public hearing are required, provided some additional feedback to HELCO related to its ongoing negotiations with PGV regarding a possible amended and restated Power Purchase Agreement, and requested additional status reporting.

Letter from HELCO Rebuild Agreement with Puna Geothermal Venture, Update

On May 20, 2019, HELCO responded to the Commission’s May 9, 2019 letter, providing an update on its provision of distribution service to PGV, acknowledging that HELCO must seek Commission approval and hold a public hearing related to HELCO’s plans for transmission line(s) under its rebuild agreement with PGV, and stating that HELCO intends to file an application consistent with the Commission’s direction in June 2019.

On June 3, 2019, HELCO provided the PUC with a quarterly report regarding the status of various permits required for the PGV facility.  HELCO also noted that HELCO and PGV are actively negotiating an amended and restated power purchase agreement, which they intend to execute and submit for PUC review by no later than the end of 2019. The PUC is also currently awaiting HELCO’s application for approval of requests related to rebuilding its transmission lines, which HELCO has stated it intends to file in June 2019.

On September 3, 2019, HELCO provided the PUC with a quarterly report regarding the status of various permits required for the PGV facility. HELCO also reiterates that HELCO and PGV are actively negotiating an amended and restated power purchase agreement, which they intend to execute and submit for PUC review by no later than the end of 2019.
