PUC Explores Electric Disconnection Policies in New Docket

The Hawaii Public Utilities Commission opened Docket No. 2025-0284 on June 20, 2025 to analyze current electric utility disconnection practices to consider whether disconnection policy revisions are appropriate.

In its opening Order No. 41766, theCommission recognizes that electricity is a basic necessity for living and finds it important to address increased disconnections.

The Commission will use this docket to:

  • consider whether new disconnection policies should be adopted that could significantly reduce disconnections,
  • help disconnected customers manage their debt,
  • make it easy for customers to re-connect their electricity,
  • and increase access to energy efficiency measures that can lower bills and prevent disconnections.

How to Participate & Waiver of Filing Fees

The Commission encourages anyone interested get involved in this docket.

For this docket, the $15 filing fee is waived for interested persons or organizations filing a motion to intervene or participate without intervention.

Motions must be filed and served to the Consumer Advocate and parties (Hawaiian Electric and KIUC) within 20 days of the opening of this order, or by July 10, 2025.

Use PUC’s CDMS eServices Portal at https://hpuc.my.site.com/cdms/. Click on “Submit a Filing,” Choose “Docketed Documents.” Login or register for an e-filer account and upload your motion.

In order to take advantage of this fee waiver, you must select the “Other Motions” option from the “Document Type” drop-down menu when e-filing your motion. This will allow the filer to bypass the fee requirement pursuant to the waiver granted by this Order.
